I'd rather them count people with pre-existing conditions than not. Maybe even better is to separate deaths between healthy individuals and people in poor health. Report both cause they both matter.

Just today, the Robert-Koch-Institute (the German CDC) explained that they count everyone who died infected with the coronavirus as a death by the coronavirus, no matter his/her other diseases or pre-existing conditions. I was doing this thought experiment in regards to the cruise ship in Japan. A 75-year-old has an about 4% chance of dying within a year. 0.67% of dying in two months. So, if you observe 1,000 75-year-olds for two months you would expect 7 of them to die.
