I believe this is under the state's purview for price gouging after a state of emergency has been called.

Does TN state law then state it is permissible to then obtain those items from that person without a warrant for reasonable search and seizure? It of course says the price gouging is illegal, but the act of taking his items?

I do know a little about this (I own self-storage). It is looked upon in the same manner as a person's home. Law enforcement has no authority without a warrant. Storage operators don't have keys to units.
