Well, a lot of them are practically slaves and probably stay in the office longer than 8 hour days that we are used. Besides, if you work in US government, there are lots of people randomly napping and surfing the internet instead of working.

I used to go to my car in parking garage, recline seat and try to get 10 or 15 minutes...then I found a great mens athletic club (short walk from work) with a nap room!!

False. You get a 2 hour lunch hour and if you choose to nap at your desk you may. But there is no said designated "nap time".
