Jack, if you read down in that long thread, the method is explained. If there is an unallocated delegate, they are instructed to give it to the candidate closest to the .5 (round up) threshold. Seems odd but these worksheets looked consistent.

This isn't real. The "rounding errors" come from the way 'leftover' (unassigned) delegates are given to candidates. As I understand it, the system is really opaque, confusing, and nonsensical - but these sheets are not, strictly speaking, actually *incorrect*.
