I'm pretty sure the Constitution does not dictate that the Senate must wait for the House to "deliver" the Articles of Impeachment. That's just been a convention. But, the House has done their part and now the Senate is free to do its part.

Yes it does. The house is the "Prosecutor" and must bring the articles to the Senate. Much like how a bill is processed.
