FBI DIOG, at a minimum, a Threat Assessment had to be opened for social media accounts to be reviewed regularly for content. No interaction with the accounts could be conducted unless there was approval for UC operations. I suspect DoS had no rules/regs on this activity.

And maybe that is why it was deemed against policy and/or illegal. Just my two cents.
