It wasn't a surrender, it was the final year of the 1898 Convention for the Extension of Hong Kong Territory Lease that ended British occupation. The British lived up to their end of the deal by giving up control. Not much of a choice really.

Not surrender either. China never recognized the opium trade induced treaty by UK during Ching Dynasty. UK essentially demanded a beachfront to sell opium in China. UK also saw that keeping HK as its colony was not feasible.
