You may want to mention the fact that many Baltimore City schools were without heat until September 18. Not to mention most of the merchants at Harbor Center have moved out due to crime.

I was in Baltimore for my Naturalization ceremony six years ago, and I was not impressed. The place looked mismanaged and would give Manila a run for its money for being disgusting.
