That's not the end of the verse, Jack, you left out "...to repentance." Christ's reference to Hosea 6:6, "For I desire mercy, not sacrifice, and acknowledgment of God rather than burnt offerings," is at once a rebuke to the Pharisees and a call to repentance and salvation.
