I asked: “Did the memo accurately attribute this to the FBI when it said: ‘The FBI categorizes the Proud Boys as an extremist group with ties to white nationalism’?” They would not answer yes or no.       DHS does not classify criminal activity. The document was more or less an acedemic hypothesis. Antifa are not terrorists.

      Law enforcement official just told me in re Proud Boys. “The FBI does not designate groups.”

      That is correct. They are referring to the difference between a political group that is organized versus a criminal designation

          The FBI issues the guidelines not DHS. They do label groups. They decide whether criminal acfivity meets thier requirements for certain crimes and labels.
