He's using it to simplify his explanation because it makes it easier to compare midterm cycles to presidential ones. It serves as a barometer for the political state of the country based on something that can be easily understood (a simple popular vote)

Trump is a loser. If he’d invested his tax dodged inheritance in a mutual fund he would be much wealthier than the overblown fortune he dubiously claims today. Accurate figures will emerge when the Congress investigates Trump’s violations of the emoluments clause. Stay Tuned.

Their SOP is to always advance the agenda. In this case, it's to change the fundamentals of how we elect our leaders. Throw out the Electoral College, collective popular votes for the House and disproportional representation in the Senate.
