Not sure what you mean by "sample them". The 31% number is just the ones who definitely will vote. A significant portion of the second cohort is expected to vote as well, bringing the total of likely voters closer to 40%. Most likely higher actually.

Because you don’t read the fine print. They manipulate the numbers of whoever they want in the lead or trailing. One person can have an actual 54% to 46% victory in the polls. It is considered “honest reporting” if it’s shown as 49% to 51% when the small print says +\- 5%. WOKE
