The Constitution of the United States applies to citizens of the United States. An illegal immigrant is not a citizen of the US, therefore, the 14th amendment does not and should not apply to them.

The writers of the Constitution or of the relevant constitutional amendments did not consider the possibility of large-scale illegal immigration.

Because at that time all immigration was legal and welcome. One could get citizenship upon arrival, you know.
