        You have completely misunderstood Sen. Howard's quote. When he said "foreigners, aliens, who belong to the families of ambassadors or foreign ministers" he meant literally just that. The 14th would apply to everyone except the families of diplomats.

        There's no "or" in that clause. If you continue reading through that record, it's obvious every senator present understood the amendment would apply to foreigners who did NOT belong to the "families of ambassadors or foreign ministers".

        If they all agreed on that meaning why wasn't it spelled out in the text of the amendment itself. It seems to me this one congressman wanted that but for some reason or another the rest of them didn't, otherwise the amendment would have specified, but it doesn't.

        It does specify, and does so deliberately. "...and subject to the jurisdiction thereof..." Non citizens are subject to their country of citizenship.

        I do know that the Amendment itself says "Subject to the jurisdiction of the USA". Illegals are subject to the jurisdiction of the country they came from, so any children they have here are NOT USA citizens. It's clear.
