Why do you need a law for that? It goes without saying that sexual abuse of anyone especially children needs to have been reported otherwise complicity in crime could be easily established.

Let's rephrase it: Australia wants to get rid of the seal of confession. In the left coast states like California, mandated reporting already covers clergy but exempts the seal of confession. There's this crazy part of the 1st Amendment that covers freedom of religion.

Holy Mother the State is prohibited from infringing on religion including the big bad Catholic Church. You see Jacko, if a priest violates the seal, he is excommunicated automatically.
