I grew up in Miami and this norm is more "trailer/ghetto" norm. The higher up on the money scale the greater chance you actually wore pants.

In the book "Dress for Success", southern California, Florida, Hawaii, and the deep south were singled out as places where business men often wore short sleeves and no tie. My personal observation has been that in California, beige/khaki shorts = blue jeans.
