It's funny because years ago the French wouldn't speak to American tourists in English in France even if they knew how to speak English. They wanted you to speak French.
The Slovenian one is a good question. We don’t know it either.
Not so much actually,French only became the national language relatively late in the country's history. Before that most people spoke different regional dialects. So there *may* be some legitimate inquiry going on.
Indeed, there’s something like 68 dialects in France... and it’s not just accents or couple of words but full dialects that even a French person would not speak nor understand.
To be fair, most of French _only_ speak French.
