You can dismantle terror cells by taking out leaders, and (most effectively) by infiltration. Incel violence, though, is leaderless—a legion of lone (and lonely) wolves, all self-radicalized.

Well, that's the rub, isn't it? There's the intersection. Lone-wolf "ISIS-affiliated" attackers have pledged themselves to a cause; that's the key difference. But addressing male alienation would cut down on political and religious terrorism as well as misogynist violence, IMO.

You can neutralize political terrorist movements by changing the political situation on the ground; the Good Friday agreements, for instance, saw the IRA evaporate, except for a hardcore fringe for whom violence was an end in itself rather than a means.

To neutralize toxic masculinity, though, you have to change the culture of manhood—which is a different (and considerably more complex) mission.

(And toxic masculinity and extremist politics often intersect, as well—disaffected young men who can't get girlfriends are easy marks for political and/or religious radicalization.)
