I don't understand either. I have over 1k subs and in 1 year I have 100,000 hours of watch time but I received a noticed I am being booted out. 
So wait, Im a bit confused, I do have over 1k subs. But I don't have 4k hours of watch time. If channels are already monetized but dont have 4k hours. Do we still get to be monetized up until February 20th pending if we do or don't reach that threshold? @TeamYouTube

The way I understand it is: in your last 12 months (up to the cut off date) you need 4k watch time hours and at least 1000 subscribers.
