It puts a penalty on women’s career advancement. That is the issue that Italy, Spain, and Japan face. They put lots of emphasis on women providing childcare/home care. Abnormally low fertile rates since women delay marriage

Not clear public policy should be maximizing for career advancement There are probably more women working who’d rather be home with kids than there are women home with kids who’d rather be working. Let people decide what’s best for them and subsidize their choices appropriately
