People who claim that M4A will be popular because the tax increase will be less than the amount Americans spend on healthcare probably don’t remember what happened with the TCJA and tax returns.

That’s why you fund it with invisible taxes like payroll taxes. People won’t notice the slightly smaller paycheck because they don’t understand tax withholding, you just make sure their refund is the stays large

I think it’s important to implement good public policy in a way that will be politically salable. Of course, I don’t think you should be dishonest, just that you should take into account how things will be perceived
