Just about every legitimate complaint about H1Bs would be fixed by not tying them to a specific employer

Can you explain how that "tie" works now?

H-1B is employer sponsored and allows someone on H-1B to only work on the specified employer, in the specified role and location. So, it is very tightly tied not only to employer but also location and role. If role or location changes, same employer will need reauthorization.
