"we must use the full police power of local government to preserve the existing characteristics of the buildings here" seems quite "conservative." "what exists now isn't good enough, we must make better buildings" would seem more appropriately "progressive"
There are a whole lot of people in SF or Marin County or Brooklyn Heights and Park Slope and similar places that will fight new development tooth and nail but would never think of voting for a Republican. But if you want to play word games with political ideology, cool. Go for it
