I don't think that's what the memo said. In his case, he had an US-citizen parent, so he'd get citizenship that way. It's the kids who have parents who are service members that are not yet citizens who would have trouble
I think it’s more complicated than that. There’s citizenship and there’s residency and there are cases where residency requirements feed into citizenship requirements. Kids born abroad to most US citizens don’t have to meet any residency requirements, so won’t be affected
