Imagine a city with a) Tokyo's pro-housing paradigm b) Singapore's pro-transit, pro-congestion-charging transpo policy c) Hong Kong's public administration, w/ its high economic freedom, low debt & streamlined bureaucracy That'd be getting very close to Market Urbanism.

You should do a bit more digging into Hog Kong’s “high economic freedom.” Easy to start a business so long as your market is outside of HK. But pretty much everything in the city is run by cartels.
