It's worth wondering whether liberal welfare-state-type programs have ameliorated the racist hierarchy of American society or merely helped freeze it into place.
There are elements of the welfare state that can be universally administered in a equitable manner (eg social security checks) and those that almost never will be (public schools, housing, healthcare). The former work against racist hierarchy but the latter freeze it in place
