The problem with building new universities or new cities is ‘why would anyone go to them?’ There are already plenty of cities where the population is dwindling and already plenty of non-selective universities. The constraints are at the places people already want to be

I'm a kitchen sink kind of person. Upzoning and renewal makes a lot of sense for many existing cities. But for remote parts of, especially, the upper west/midwest, I think it's worth considering a few brand new cities. I agree with you, though: appeal is a big challenge.
