He specifically mentions cementing ties with front runners as opposed to risking political capital on candidates making an outside run. That suggests a form of patronage. Not corruption but guarantees to not mess with certain status quo issues.

Securing political promises isn't patronage tho. Patronage involves economic concessions: Jobs, No show jobs, Tax breaks, preferential union contracts, preferential pension terms, funding specific contractors, etc. Asking a pol 2 support say abortion or Medicare is not patronage
