I wondered the same and for the same reason. But still, the sourcing seems OK to me
framing “the white house wanted” means “Trump wanted” to most people. It’s possible this is staffers trying to please him or prevent a tirade or whatever. Still not a good look but not the same thing. Again .. caution warranted eh?
My first assumption was that the Navy did it on its own. "White House" means "Trump" one way or another. I've no doubt that a staffer at some level thought of it. That they had to is... shameful.
Article says it was the White House Military Office who asked for it. They may or may not have done it at Trump’s direction. I would guess they didn’t. If the Navy did it on their own, the article would then be wrong

Trump is a special kind of narcissist. But you guys are nuts if you don’t think most pols have a contingent of sycophantic staffers that stage manage every interaction possible for the purpose of PR and shielding their boss’ egos.
The answer to that isn’t to stop beating up on this one guy but instead to beat up on all of them
