That was in his first major foreign policy speech. He pushed for 'taking the oil' in Iraq well before that speech. That is plunder. He said give it to the veterans, that is pillage.
So the thousands of civilians killed in middle strikes under Obama don’t count, because he didn’t say it in a speech? Stop and think about this

Trump is a savage. The difference between Trump and those that came before him is he does not think it is wrong. He has no moral guardrails to tell him killing the innocent is wrong. Thus his public declaration. When Trump gets a taste for blood he will not stop the killing.
