How do you permanently register someone to vote? It's not like Michael Scott literally "declaring" bankruptcy. Voter registration includes registering in a specific jurisdiction. The process can be improved, but how do you make that permanent?

In Canada, if you file a tax return, the residency information from that is used to determine which riding's voters list you are put on. Also, enumerators go door to door to collect voter information.
