Because it's meant to be a deterrent not a weapon of mass destruction. If it ever gets to stage it's got to be used it's failed purpose.

Correct but to be a deterrent a potential aggressor has to believe that you'll use it. If they don't it's not a deterrent!

To be a deterrent there just has to be the possibility it would be used, with Trident being kept will always be that possibility
