It certainly does. Remember that you're not limited to 2 colors per 8x8 block. You can use 2 different colors per 8x1 row.

i agree with sprite limitations. With this desing you'll need 2 sp per char. Thus only 2 chars in same Y coordinate in screen :(

ok, assume your player sprite consists of two sprites. That leaves two more sprites for enemies on screen
