      Nope. Mutually assured destruction is basis of deterrent. Enemy has to know we'd retaliate and can do so from subs at safely hidden at sea.

          Enemy has to think we'd retaliate & therefore never pre-emptively launch their missiles. Once they have done so MAD as a policy has failed.
