Unless and until Senate agrees to fair trial with witnesses Pelosi should hold onto articles of impeachment after the whole House votes. It is the only leverage D's have.

Unless and until the House conducts a fair impeachment investigation with witnesses, the Senate should not commit to a fair impeachment trial, should it?
