Held accountable. What he said was someone who just murdered someone. And someone who commits murder deserves to be manhandled
That's for a judge and jury to decide. Police haven't determined if they are a murderer or suspected murderer yet. They have rights.

Yes. They can stop the act and apprehend them. Force should only be used if necessary. That's not even close to what he said
