I'm in the words business... I'm interested in which way you would lead your suggestion: 1) use another word; or 2) emphasize nurses' and community health workers' position at the front of the line, ready to deliver when people seek or need care?
I’d choose option 1, new word. Option 2 can shift easily back to the status quo.
