It's fine as a joke or a rule-of-thumb, but way too many people literally believe 'y axis must always start at 0.'

From my experience, no, so long as the graph has a linear scale or an exponential scale that is easy to understand and is cited. There is call for graphs that don't start at 0 if the difference would not be as concisely described if it did.

That being said, exponential scales are usually only useful for making a point, rather than absolute accuracy, but there is call for it on say, a geographical timeline.
