In summary, stakeholders in Metro KC need to improve, refine, and augment lending but also deliver better educational and technical assistance services to entrepreneurs. The levers of local and state governments can also be strengthened.

Similarly, most firm owner interviewees who had received technical assistance (often provided by CDFIs) thought that it improved their capacities to run their businesses and access capital. Clearer paths from technical assistance to business loans are an area for improvement.

Most bankers said these disparities in lending output are explained by systemic disparities in personal wealth (necessary for loan guarantees) but every POC business owner perceived lenders not taking them as seriously as their white counterparts with similar financials.

And these inequities persist in lending. Tracts with larger shares of white residents see, on average, more CRA-reported small-business lending than tracts with a higher share of Black or Latine residents, even after controlling for small-business employees in each tract.

Urban design epiphany: we need trees on every sidewalk intersection where there's a traffic light. Pedestrians need to cover from the scorching sun while waiting to cross.

"Driving cuts his hourlong commute in half..." This is the real problem. Why would someone living in downtown LA not have better options to get to work? This is a policy choice.

"Had the US per capita traffic death rate remained the same as France’s since 1994, the US would have had 387,000 fewer deaths by 2021. That’s roughly equivalent to the population of Cleveland, Ohio"

In new research, @_wesjenks & I compare trends in traffic fatalities in the US & France. The comparison isn't good. Had the US per-capita traffic death rate equaled that of France since 1994, the US would have had 387,000 fewer deaths by 2021. 🧵 urban.org/urban-wire/us-

If 60% of consumers are driving less (or want to), state/local authorities need to enhance public transportation options:⬇️fares,⬆️routes and ⬆️frequency. This is a great opportunity to tackle car dependency. Unfortunately, all govs seem to think of is gas tax holidays.

New WaPo/Schar School of Policy polls finds two-thirds of Americans expect inflation to get worse in the coming year. Americans are starting to alter behavior: -cut back on spending / eat out -put off purchases -use less electricity -drive less washingtonpost.com/business/2022/

In , & I argue that if the federal government wants more housing production, it needs to ask cities to: —Show that their regulations *actually* produce more housing —Address rules beyond base, by-right zoning —Adjust policies for their unique housing markets

The Biden administration’s housing plan will reward cities that change their land-use policies to promote density. But what kind of zoning reforms really work? trib.al/Zas1ELm

Pedestrian deaths increased at more than 4x the rate of other traffic deaths since 2010. Speeding is a major factor. Other explanations: —More massive SUVs & trucks with huge hoods —Driver distraction —Completely inadequate efforts to redesign streets to improve pedestrian safety

Amid gas inflation, at least 20 states are considering gas tax suspensions and at least 16 are considering some form of direct payment to consumers. Only three states are pondering or approved support for driving alternatives: California, Hawaii, and Connecticut.

Mexican governors can't enforce immigration policy (i.e. detain migrants) and these MOUs are just short lists of "good" intentions and vague statements. Constraining supply chains at a time of high inflation for a political stunt is quite the choice.
