The question is worded wrong. It implies things like outcomes measurement and understanding/assessing causes of/influences of disparate outcomes is not science.

This is a specious argument all around. Most Doctors end up being pure clinicians. Some become scientists, others go into public health. Like saying Caltech should never offer classes in English or Political science even though that's not what they're famous for.
