Where do you see “oncoming traffic”? Enlighten me!

I can see how the term “incoming traffic” is imperfect. But the main point is that the person that was aggressively thrown on the ground from the back by the police person could have sustained serious injuries is the police car had move, we don’t know what gear it was in.
