States must end the practice of excessive licensure. In 1950 less than 5% of occupations were licensed. Today it is closer to 30%. The Americans hurt the most by this overreaching regulatory regime are those living on the margins, including returning citizens.

Licenses = quality, safe work. Too many people get ripped off.

It should not cost thousands of dollars and take 1000 hours of training to become a barber. Several states don't have licensed plumbers. You can still require them to be insured and bonded. Most licensure is a money making scheme that mostly hurts immigrants and the working class
