You see, the funny thing about the criminal justice system is tha the cops actually need to catch the shoplifters. The DA can't do anything until the cops provide evidence. SFPD has a 3% clearance rate so things aren't changing any time soon.

When Chesa has said he won't prosecute any shoplifter stealing under $950 why would the cops bother arrest?

You are right, misdemeanors are citations like a traffic tickets. No arrest is made. And Chesa won't prosecute so perps are free to discard it.

Are you aware Chesa released hundreds of violent criminals from prison, many of which have since re-offended, with some actually committing murders. Did you realize his parents were both members of an anti-government terrorist cult, both were convicted of murder.
