You see, the funny thing about the criminal justice system is tha the cops actually need to catch the shoplifters. The DA can't do anything until the cops provide evidence. SFPD has a 3% clearance rate so things aren't changing any time soon.

When Chesa has said he won't prosecute any shoplifter stealing under $950 why would the cops bother arrest?

You are right, misdemeanors are citations like a traffic tickets. No arrest is made. And Chesa won't prosecute so perps are free to discard it.

Prop 47 states any theft under $950 is a misdemeanor. Even if they get arrested, they are released an hour later, and Chesa has so far refused to prosecute the misdemeanor cases, much less the felonies. Why do you think Walgreens permanently closed stores there?
