I seem to be the only person watching a police officer repeatedly hit someone? There’s two of them on top of one person? They’re incapable of restraining someone between the two of them when that person is already on the floor?

That is part of their training . It’s called compliance strikes. Part of every officers safety training, areas of the body where you are allowed to strike to gain control. I would love to see anyone control a non compliant person without using strikes. Not possible

If you watch around 20 seconds, the guy is barely moving before the officer starts to hit him in the head, it seems like it was done out of anger rather than defending himself
