You do not need to be a part of YPP to use creator features like ability to upload videos longer than 15 mins, custom thumbnails/URL and live streaming. You just need to have a verified account by phone: https://goo.gl/3iMkBG
@TeamYouTube will channels who will no longer be part of YPP after the new changes take place, still be able to add custom thumbnails to their videos?
