If you right click and see the stats for nerds, does the video codec say "avc"? If so I suggest rendering in 1440p since the only way to get the VP9 codec is to do that.
@TeamYouTube I've been having this problem for months now. I've been reporting it and nothing has been resolved.
Every time I upload a video to YouTube, the video bitrate looks pixely than it should be. The comparison shows the difference between my video file and on YouTube.pic.twitter.com/dG4k3AwdLg

While the video uploads, only lower resolutions (like 360p) are processed – this makes uploading faster. Higher resolutions continue to process after your upload is done. Once they’re ready, you’ll see them on your video. More info here: https://yt.be/help/3QZ9 . Hope this helps.
