Someone kindly pointed out that these people were actually residents -- people who have graduated from a six-year medical school, but not yet completed their two years of postgraduate training. So, that's all right then.

When “ningen kankei”, “skinship”, “o-tsukiai”, “nominication” etc are the deep underpinnings of a culture & govern the interactions of its people, it’s going to be so DAMN hard to get folks to behave otherwise and drop these customs overnight. Japan’s Achilles Heel on this one
