At the beginning of the game it's Bulbasaur. He breezes through the first 3 gyms where Squirtle only has advantage against the first gym

In 2/3 initial gyms... I'm talking about the Pokémon as a whole not at just the beginning of the game. You get FAR more value from Squirtle

So there is more Value in picking Squirtle in the rather than just Bulbasaur to get past the first few gyms easily.
