This change probably encourages teams to stay together longer, depending on how roster locks and point allocation feed in.
If crowdfunding is back on the cards for third parties, we could have some majorly fun tournaments on our hands with big prizes (Epi & BTS).

Valve having a hand in the one area which has troubled the scene- scheduling- could make DOTA more accessible for all parties.

Depending on how restrictive the criteria Valve has for third parties, we could have more tournaments on our hands = more for tier 2 teams.
